Also, there should be some kind of fine if people have their dog off the leash when not in the dog park.

There is a small amount of history that describes why it is valuable to have such a dog park inside of Patterbeile Park. In 1947, there was a national dog-show in the park because the location was the best in the city for the different events that occurred. After this time, the park continually was used for local shows until 1971. Becasue of this, the park was known as a good place to bring your dog. However, after a very popular series of evening concerts in the 90's, Patterbeile Park has received much more pedestrian traffic than in earlier years. It is for these reasons why the matter should currently be addressed.
